The North Harris County Regional Water Authority’s primary assignment is to develop and implement a strategy for complying with the Harris-Galveston Subsidence District’s Regulatory Plan that requires a reduction in groundwater usage to no more than 20 percent of total water demand by the year 2030.

NHCRWA Rate Change Due to Conversion
As of March 24, 2026, we have officially transitioned to surface water. As a result, the NHCRWA charge will increase. The rate will change from the current groundwater rate of $2.60 to $3.05 per 1,000 gallons for surface water. This updated rate will be reflected starting with the May bill.
