Website Policy
Purpose & Goal. The purpose of Harris County Fresh Water Supply District 61’s website is to provide information about the District’s services while also representing Harris County MUD 248. In establishing and maintaining its official Website, the District does not intend in any manner to create a forum or other means by which public discourse, exchange of opinions, or discussion on issues of any nature may occur. Rather, the sole and limited purpose of the District’s website and permitted external links is to provide information of a factual nature about Harris County Fresh Water Supply District 61 including various services and resources, or as may be available from other governmental agencies. The goals of the Website are to encourage increased citizen participation in the District by making public information more readily available to them, provide electronic access to District information through a logical single point of entry (www.hcfwsd61.org), and to keep the public informed of District events.
Confidentiality. The Texas Open Records Act applies to information processed, sent, and stored on the Internet. Confidential information should not be posted on the District’s website. While Harris County Fresh Water Supply District 61’s website may track overall site traffic, it does not collect individual user details.
Webmaster. The Assistant General Manager shall appoint a Webmaster, who is responsible for maintaining the District’s website. All information prepared for posting on the District’s website shall be routed through the Webmaster. The Assistant General Manager is the ultimate authority regarding policy governing the District’s website. The Webmaster aims to carry out District Web policies day-to-day, but is subject to the authority of the Assistant General Manager. These policies may include defining the look and feel of the Website or deciding who may post information on the site. Complaints about any aspect of Web policy should be brought first to the attention of the Webmaster. If a complaint is unsatisfied, he or she may appeal to the Assistant General Manager. The Assistant General Manager reserves the right to make changes to the Web policy at any time.
Links. The District’s website may provide links to websites outside the District’s website that also serve the purpose of encouraging citizen participation in government, promoting local businesses and attractions, and informing the public of useful information. The District is not responsible for and does not endorse the information on any linked Website unless the District’s Website states otherwise. The following criteria will be used to decide whether to grant requests for District Website links. If a particular request does not fit any of the following criteria, the Assistant General Manager will decide whether to approve the request. The Assistant General Manger will approve the requested Website link if it serves the general purpose of the District’s Website. Harris County Fresh Water Supply District 61 reserves the right to remove a link to content deemed obscene or inappropriate.
The District’s website may provide links to websites for:
- Government and educational institutions;
- Organizations with some relationship to the District (including but not limited to: organizations contracting with the District, activities or programs, and organizations participating in District activities or programs);
- Generally recognized community organizations;
- Organizations providing information about water related issues.
The District’s website will not provide links to websites for:
- Candidates for local, state, or federal offices;
- Political organizations or other organizations advocating a position on a local, state, or federal issue;
- Corporate or other for-profit organizations unless they fit any of the criteria stated above; and
- Individual or personal home pages.
